The position was noted in a communiqué issued after the zone’s maiden meeting, held at its zonal secretariat in Kaduna.
Mr Otu said the party is banking on federal projects and its governance record to strengthen its position in Cross River State.
The former governor said the decision followed wide consultations with his political group.
“The PDP is repositioning to end the long reign of the APC in the state,” he said.
The group said the existing zoning arrangement must be respected.
“I am formally declaring an onslaught to win because winning is in our DNA,” he said.
Some Igbo figures such as Obi Cubana are leading the campaign in the South-East.
