Kaduna first subnational government to domesticate OPG: Official

Kaduna has become the first subnational government globally to domesticate the Open Government Partnership framework across all 23 of its councils to strengthen primary healthcare service delivery.
This was noted in a statement signed by Femi Johnson, co-chair of Service Delivery, Health and Education, OGP in Kaduna.
Mr Johnson said the domestication of OGP at the local government level provides an opportunity for the state to showcase innovative and accountable governance practices at both national and global levels.
Mr Johnson said that local governments would fully embrace the principles of the OGP as a strategy for promoting transparency, accountability, and inclusive governance at the local government level.
“Local governments are expected to institutionalise mechanisms for monitoring, evaluation, and public reporting to guarantee improved health outcomes and sustainable reforms. They will also prioritise primary health care service delivery in the design and implementation of Local Government Action Plans.
“The state government has demonstrated strong commitment to inclusive development and the revitalisation of Primary Health Care as a cornerstone of the Rural Transformation Agenda.
“Open governance provides an effective platform for strengthening health financing, tracking resource allocation, enhancing citizen participation, and improving service delivery outcomes. Sustainable development requires transparency, accountability, and responsiveness, which are the core principles underpinning the OGP,” Mr Johnson explained.
The official said that the office would also identify and address critical financing and service delivery bottlenecks within the next twelve months and publicly track progress towards their resolution.
He said that the LGAs would ensure the timely development and submission of health-focused Local Government Action Plans to the Kaduna State OGP Secretariat by July 2026.
