The European Union-International Institute for Democracy and Electoral Assistance has urged an immediate review of Nigeria’s Social Development Act to protect vulnerable groups.

Idem Udoekong, project manager of EU Strengthening Bridge, made the call at the National SDA Summit in Abuja on Wednesday.

The summit, organised by IIDEA and funded by the EU under its CSOs-Bridge Strengthening Project, sought to promote inclusive growth through effective social development policies.

Mr Udoekong said the current SDA is fragmented, and the summit aimed to refocus national attention on updating and amending the Act.

“Civil society organisations play a vital role in education, healthcare, civic values, and community development, often filling gaps where government services are lacking,” he added.

He noted that, coinciding with the 16 Days of Activism campaign, updating the SDA would enhance gender coordination and strengthen responses to gender-based violence.

Victor Obuzor (PDP-Rivers), chairman of the House Committee on Civil Society Organisations, said reviewing the SDA is a priority for the National Assembly.

“Fragmentation, institutional reassignments, and multiple regulatory frameworks have weakened the Act’s effectiveness. Our committee is reviewing gaps, engaging stakeholders, and supporting a modernised civil society bill,” he stated.

Also, Peter Audu, deputy director at the Ministry of Humanitarian Affairs, said the summit aligns with government reforms promoting gender equality, social protection, and national cohesion.

“This forum allows consideration of proposed amendments and building a national coalition for sustainable financing and measurable social outcomes,” he said.

Valentina Enih, the commissioner for Children, Gender and Social Development in Enugu, called the Act outdated, noting that merged social challenges require urgent reform.

She stressed that CSO unity is essential for awareness-raising and for rallying stakeholders to amend the law.

The commissioner appealed to lawmakers to increase funding for ministries handling women’s affairs, poverty eradication, and social protection programmes.

Chris Azor, chairman of the Anambra Civil Society Network, highlighted the challenges faced by sub-national CSOs and restated the need for a clear legal framework for social protection.

“We want a standing law that expands civic space and ensures citizens are included in governance,” he said.

Fumi Akinyele, CEO of the Accountability and Transparency Initiative, urged embedding gender responsiveness in the revised law from the outset. She noted that rural women are often excluded due to digital literacy, smartphone access, or bank verification requirements.

“Inclusion must go beyond words. Clear definitions, gender-responsive budgeting, disaggregated data, and balanced committees are essential to ensure all voices are heard,” she said.
