The Federal Bureau of Investigation (FBI) has captured Elaine Angene Escoe, one of the most-wanted fraudsters in the U.S. who stole $32 million in COVID-19 funds and fled to Jamaica.

In a statement on Saturday, the FBI announced Ms Escoe’s arrest and her return to the U.S. to face trial.

“Our special agents return with the most wanted fraudster, Elaine Angene Escoe, from Jamaica. This is another example, in a series of examples, of the FBI’s resolve to bring financial fraudsters to justice,” the FBI said.

According to the FBI, Ms Escoe fled to Jamaica but was captured by authorities there after they received a tip.

The FBI said Ms Escoe was wanted for her alleged involvement in a conspiracy to commit wire fraud and money laundering connected to a scheme to fraudulently obtain over $32 million in federal COVID-19 relief funds.

A federal arrest warrant was issued for Ms Escoe on May 22, 2025, in the U.S. District Court, Southern District of Florida. But Ms Escoe failed to appear in court on June 5, 2025.

Acting Attorney General Todd Blanche said, “This most wanted fraudster allegedly obtained tens of millions in COVID-19 relief, stealing critical resources from legitimate businesses during a national crisis.

“She fled the country believing she could escape justice but ultimately could not. Those who exploit taxpayer-funded programs will be held accountable by this Department of Justice, no matter how long it takes or where they attempt to hide.”
