HOCSF tasks MDAs on timely adoption of 1Gov ECM

According to her, the office of the head of civil service of the federation is going live on the 1Gov Cloud ECMS.

The federal government has called on ministries, departments, and agencies to ensure timely adoption and implementation of the 1Government Cloud Enterprise Content Management System.

Didi Walson-Jack, head of civil service of the federation, made the call in Abuja on Tuesday at the Go-Live event to celebrate the migration from the Laser fish to the 1Gov ECMS.

Ms Walson-Jack noted that the 1Gov ECMS was not just about technology deployment, but the realisation of a promise made under the Federal Civil Service Strategy and Implementation Plan 2021-2025.

According to her, the office of the head of civil service of the federation is going live on the 1Gov Cloud ECMS.

“We said we will build a digital civil service. Today marks a significant milestone in fulfilling this promise. Over the last one year and seven months, we have prepared the foundation for unify digital stride for the service. Ministries that have not yet begun their ECMS implementation should adopt this platform going forward.

“Those ministries that already run an enterprise content management system on a different platform will continue until their migration, which is planned for 2026. Our decision to migrate from laser fish to the 1Gov ECMS is based on four strategic reasons that are both policy-driven and operationally essential for the future of the Nigerian public service,” she explained.

She stated that while Laser Fish was a proprietary foreign stack, 1Gov ECMS was delivered through Galaxy Backbone Limited, a government-owned enterprise.

The head of service further explained that Galaxy Backbone One Government Cloud Framework was designed to break down silos across MDAs.

“The platform works on mobile phones, including Android and iOS. It supports electronic signatures. This ECMS will directly integrate with the performance management system, which we currently run,” she added.

She noted that with the 1GOV ECMS, every task becomes auditable, approval becomes traceable, and output becomes measurable.

“This is how we finally shift from performance by perception to performance by evidence. High flyers will be visible. Capacity gaps will be plain to see, output will be measurable, and delivery will become the new culture. The BMS ECM full integration will be completed in 2026,” Walson-Jack said.
