Reps ask health ministry to tender PPP documents from 2007

The lawmakers gave the ministry until November 19 to make the submissions and appear before the committee on November 26.

The House of Representatives Committee on Public Assets and Special Duties has asked the Ministry of Health and Social Welfare to submit all relevant on all the Public-Private Partnership (PPP) programmes and concession agreements since 2007.

The committee made the demand on Tuesday at a public hearing on BioVaccines Nigeria Limited, a joint venture between the federal government and May and Baker in 2007 and other partnerships under the ministry’s purview.

The lawmakers gave the ministry until November 19 to make the submissions and appear before the committee on November 26 for further engagement on the documents.

The committee’s deputy chairman, Dabo Haruna (APC-Bauchi State), also demanded documents on leases, expressions of interest on leases, and specific achievements recorded by the ministry in the period under reference.

The committee chairman, Ademorin Kuye (APC-Lagos state), said documents supporting the ministry’s N10 billion equity contribution must be provided.

Mr Kuye also requested relevant documents on the lease of land to May and Baker in Lagos and a document of transfer of shares to the Ministry of Finance Incorporated (MOFI).

“I also want to bring to your notice that in the document, part of the document submitted, the equity contribution of the federal government, one is N10 billion.

“We take it as part of the information and documents that will be submitted alongside the pending documents.

“We want to know where that money is, the utilisation of the funds when the money is being released, where the money has been domiciled.

“Also part of the agreement, the government gave out a landed property in Lagos. We want to have comprehensive documents of the agreement and documents of the landed property, to be submitted to this committee as well.

“We want you to clarify to us in your next appearance the share capital of the federal government and that of the partners; we want documents showing in detail how the shares have been domiciled, what is for the Federal Government and what is for the percentage,” he said.

In his remarks, the Minister of Health and Social Welfare, Muhammad Pate, said that though he is new in office, he will do well to provide the documents on all the agreements entered into over the period as demanded by the committee.
