Mr Adeleye said Mr Avor was arrested with his wife and children following intel that the family were all involved in stealing rice from the orphanage.
He said 19 suspects were arrested for law and order offences, while two suspects were arrested for kidnapping.
The Ondo State Security Network Agency says it prosecuted at least 600 suspects for different crimes between January and June.
The Gazette gathered that the victims were mostly residents of Irun and Ikare Akoko, who were returning home from an event.

Mr Adeleye said officers of the corps rushed the kidnapper to the hospital and he was treated.
Mr Adeleye said the three dismissed officers would be prosecuted in line with the corps’ regulations.
“The Intel available to us showed that they intend to rob three banks and kidnap the MD of a supermarket.”
The Ondo State Amotekun Corps arrested 67 suspected criminals in the last two weeks.
