The truck was conveying bags of cement when it lost control due to brake failure and rammed into two vehicles and two Bajaj motorcycles.
FRSC spokesman Florence Okpe said that the accident occurred at 7:10 a.m. on Friday.
The accident was caused by road obstruction by a Mack truck and excessive speed and loss of control by a Toyota Hiace bus driver.

Mr Umar said the warning had become necessary as the FRSC, police and other sister agencies, would be on ground to arrest motorists driving against traffic.
He added that 25 people, 17 male adults and eight female adults, were involved in the accident.
A total of 935 road traffic crashes were recorded across the state, with FRSC rescuing 2,359 people with various injuries to nearby hospitals.
The appeal came from Ahmed Umar, the FRSC Sector Commander, in his Christmas message on Sunday in Ogun.
The accident was caused by route violation by the unregistered truck which collided with the bus.
Motorists were urged to be careful around construction areas where overtaking is prohibited.
