The guest speaker, Segun Adewunmi, urged youths to rise above negative influences and become builders of society.
The reforms, he said, were designed to be progressive.
Mr Aliagan made the call at the 2025 Annual Maulud Nabiyy Celebration and Family Picnic on Sunday in Abuja.
The minister said the initiatives had positively impacted the lives of Nigerians, particularly students.
The cleric said that society needs God-fearing people to be agents of change.
The speaker charged men of God to always unite and preach for peace.
“We need the supernatural hand of God to rest on our leaders.”
Luka Panya-Baba, the Esu Karu, said He said negativity in the country must be reversed towards a better nation.
