The minister said efforts were made to ensure no essential service is disrupted by anybody no matter how aggrieved.
The agency predicts that the rainfall onset date will be earlier than the long-term average in most parts of the country.

The project was completed 10 years after its conception during Mr Fayemi’s first administration in 2012.
The Ethiopian government says it hopes the partnership “will open new vistas for partnership in other areas – political and economic.”
Mr Sirika said ET scored 89 per cent out of 100 as regards the technical bid and 15 out 20 as regards financial bid.
The warning comes just a week after the Central Bank released $265 million of foreign airlines’ trapped funds.
