The panel also held that the appellants failed to prove that the governor submitted a forged certificate.
Mr Uzodimma appealed to Nigerians to be patient with the government.
He said the governors had pledged to support the board and management of the commission.
“I am very confident that very soon, Nigerians will be jubilant about how he has managed to navigate the waters,” Mr Uzodimma said.
Mr Olemgbne said the decision was taken during a plenary.
He said that establishing a new college of nursing would reduce the pressure on the existing ones.
He added that it would open economic opportunities for millions of people.
The tribunal dismissed the petition of the Labour Party (LP) and its governorship candidate, Athan Achonu.
Mr Otuibe said some illegally detained patients were, in some cases, converted to unpaid workers by the hospitals to recover their bills.
