The electoral body says that newly registered voters in Imo were a paltry 97,371 registrants compared to other parts of the country.
Lagos is said to have a total of 4,861 new polling units spread across the under-served areas in the state.
The electoral commission said it had more than enough manpower to successfully execute the election.
