Mr Okuoimose said that the defendant was arrested and handed over to police for prosecution.
He stressed the need to ensure a complete restoration of the right-of-way of the rail service.
“We are hoping that those using the allocated space will keep to the guidelines and maintain sanity,” he said.
The command’s spokesperson, SP Benjamin Hundeyin, confirmed the arrest on Wednesday.
“Do not overload your water trucks with goods and passengers; it is dangerous,” he advised.
“The accident was caused by speeding and wrongful overtaking by the victim,” the FRSC commander said.
Mr Manga said nine other persons sustained injuries in the accident, which occurred in the Agemowo axis of the road, around 7:31 a.m.
The heavy rain, which started about 11:30 a.m., continued until about 1:00 p.m.
The accident claimed the lives of a father, mother and their three children when their Toyota Sienna rammed into a parked truck.
This represents a 100 per cent payment of the funding of the Lagos-Badagry road rehabilitation under the tax credit funding of the NNPC Ltd.
