Mr Uche-Anya disclosed that the incident occurred on January 27 at about 10:30 p.m. around Hariz Filling Station.
“The body bore marks of violence, bleeding around the neck, suggesting foul play. A blood-stained cutlass was recovered at the crime scene,” said the police.
The rider was said to have defied roadside warnings by local divers stationed in the area by FEMA, drove into a pool of water and drowned.
Mr Akeem said the defendant was caught carrying the three-year-old girl on his lap and inserting his fingers in her private parts.
The dog survived the crash and was paraded at the police command.
Authorities of the FRSC blamed the accident on reckless driving, and speeding by a trailer driver.
The suspect said the okada rider collapsed while they were fighting.
