The commission said retirees aged 60 and above who earn monthly pensions below N70,000 are eligible for the pilot programme.
Over 552,000 retirees currently receive regular monthly pensions, while 291,735 others have accessed lump-sum benefits.
Mr Takor advised the commission to look into issues relating to death benefits and the depleted accounts of pensioners.
