The police command in Yobe says it has stepped up vigilance against the activities of thugs and miscreants in Potiskum LGA of the state.
Mr Muhammad said reckless riding during bride conveyance had become common among youths in the area.
He said the government considered the situation urgent and necessary for collective intervention.
The police spokesperson said the suspects allegedly raised false allegations of graft against the victim to unlawfully detain, intimidate, and extort him.
He said the disturbing incident allegedly occurred at about 1 a.m. on February 6.
The NDLEA spokesman said a female suspect was arrested on Friday, January 23, in Mokwa, Niger State, in a follow-up operation by operatives.
Mr Abdulkarim assured the public that efforts were underway to track down and rearrest the fugitive.
The NEDC had also distributed the materials to the victims in the Jakusko and Nangere areas.
One person died, and many houses were destroyed or submerged in Potiskum following a flood triggered by a heavy downpour on Saturday.
He stressed that traditional leaders could help bridge gaps in awareness about the continuous voter registration exercise.
