The spokesperson added that the number of persons who died in the incident later rose to 24.
Mr Shiisu said the arrests followed credible intelligence reports and subsequent raids on identified criminal hideouts.
Mr Shiisu said, “The tragic incident occurred at about 5:30 p.m, prompting an immediate response from a patrol team to the scene.’’
“A team of policemen rushed to the scene, and on arrival, they discovered a headless corpse. The corpse also had his private parts removed,” said the police.
Police said five suspects were arrested.
