The consignment was traced to a warehouse in Greenfield Estate, Amuwo Odofin, Lagos, onJanuary 17.
Victor Stephen, 33, is charged with five counts bordering on illegal deal in Cannabis sativa, Metaphetamine, Codeine, and Rophynol.
The agency said it destroyed 21 tonnes of narcotic drugs and psychotropic substances in the state in 2022.
The defendant and his accomplices illegally transported 4,238kg of cannabis into Lagos.
Mr Babafemi said that NDLEA operatives in Lagos on December 11 intercepted a truck and a bus conveying 113 jumbo bags of cannabis sativa.
The agency also cautioned young Nigerians against accepting drinks offered them at a party and whose contents they were doubtful of.
Over 42 drug suspects were counselled, while more than 10 others were rehabilitated.
The drugs were intercepted at the Nnamdi Azikiwe International Airport, Abuja, on Thursday, November 24.
The 56-year-old widow and mother of four, Kehinde Ajisegiri, was arrested over her attempt to traffic 400 grams of cocaine concealed in her footwear to Makkah, Saudi Arabia.
Mr Babafemi said the drugs were concealed in a public address system which the suspects attempted to travel with aboard a Qatar Airways flight to Lahole, Pakistan, via Doha.
