Ukraine considers Israel, Turkey among possible security guarantors in deal with Russia

Ukraine won’t join alliances or host bases of foreign troops, but wants its security guaranteed in terms similar to NATO’s Article 5.

Ukrainian negotiators have suggested Israel, Poland, Canada and Turkey as possible security guarantors in a peace deal with Russia.

On Tuesday, the Ukrainian delegation in Istanbul said the country may agree to neutral status if the security guarantee system works out. 

The Ukrainian delegation said Ukraine would agree not to join alliances or host bases of foreign troops, but would have its security guaranteed in terms similar to “Article 5”, the collective defence clause of the North Atlantic Treaty Organisation (NATO).

“If we manage to consolidate these key provisions, and for us this is the most fundamental, then Ukraine will be in a position to actually fix its current status as a non-bloc and non-nuclear state in the form of permanent neutrality,” Ukrainian negotiator Oleksander Chaly said in a televised address

“We will not host foreign military bases on our territory, as well as deploy military contingents on our territory, and we will not enter into military-political alliances.” 

The proposal from the Ukrainian delegation covers a 15-year consultation period on the status of Russian-annexed Crimea and could come into force only in the event of a complete ceasefire.  

Other countries suggested to provide security guarantees include Russia, the United States, Britain, Germany and Italy. 

Russian negotiator Vladimir Medinsky said he would examine the Ukrainian proposals and report on them to President Vladimir Putin. 

On Monday, President Volodymyr Zelensky said Ukraine was prepared to discuss adopting a neutral status in peace talks with Russia.
