The Ministry of Youth Development on Tuesday transitioned to paperless operations through the launch of the Enterprise Content Management System.

The move marks a major milestone in the federal government’s drive towards a fully paperless and digitally efficient civil service.

It is also in alignment with the directive of the head of the civil service of the federation for all ministries, departments and agencies to transition to paperless operations by December 31.

‎At the launch in Abuja, the youth minister, Ayodele Olawande, said ‎that ECMS, deployed in partnership with Galaxy Backbone Limited, was designed to enhance efficiency, transparency, record management and service delivery across the ministry.

‎Mr Olawande described the ECMS as a transformational tool that goes beyond technology.

‎“This launch is not just about deploying software; it represents a fundamental shift in our work culture. Moving from manual processes to seamless digital workflows will accelerate decision-making and strengthen accountability in the delivery of youth-focused programmes,” he said.

‎He highlighted staff as essential drivers of the transition, urging them to embrace ECMS as a tool to reduce clerical workload and unlock greater creativity in programme design, monitoring and youth engagement.

Didi Walson-Jack, the civil service chief, described the launch as a major milestone in the federal government’s public service reform agenda. Ms ‎Walson-Jack said that adopting the system would significantly improve efficiency and professionalism across the civil service.

‎“A paperless civil service is central to building a modern, responsive and results-driven public sector, and the Ministry of Youth Development has demonstrated commendable leadership in this regard,” she stated.

Ms ‎Walson-Jack commended the ministry for embracing the reform and positioning itself as a model for digital transformation in the public service, emphasising that ECMS was expected to reduce operational costs.

‎According to her, it will eliminate delays associated with physical files, promote environmentally sustainable practices and improve service delivery to Nigerian youths.
‎
‎She noted that the initiative supports Pillar Five of the Federal Civil Service Strategy and Implementation Plan (2021–2025) and the President’s Renewed Hope Agenda.

Galaxy Backbone managing director Ibrahim Adeyanju explained the ministry’s onboarding onto the One Government Cloud (One Gov) Platform as a significant milestone in the government’s digital transformation journey.
‎
‎Mr Adeyanju stated that digital systems are foundational to effectiveness, productivity and public trust.
‎
‎He commended the ministry’s leadership for embracing innovation and reaffirmed Galaxy Backbone’s commitment to providing sustained technical support and collaboration to build a more responsive, inclusive and future-ready public service.
