Unknown gunmen killed five persons travelling to their farms on bike Friday morning.
The deceased was hit by a stray bullet from police officers firing guns and tear gas canisters to disperse agitators.
The government alleged that individuals involved in the move are “trying to abuse the well-known Edo hospitality by their act of sacrilege.”
37 people, including women were killed by the gunmen while working on their farms.
The governor said the yearnings of host communities were not considered when passing the bill into law.
