Mr Akinwande said the 68-year-old was trying to recover his lost mobile phone in the well when he got trapped in it.
Mr Nansel said the rider fled and abandoned the motorcycle when the operatives flagged it down.
The LASTMA spokesperson said the driver, who tried to flee the scene, was caught and handed over to the police.

The police spokesman said, “During the gun duel, four of the suspected kidnappers were shot and later gave up the ghost, while others escaped with gunshot injuries.”
The defence counsel, however, prayed the court to remand his clients in the custody of the EFCC, pending the hearing of their bail applications.
The police spokesperson described the attack as a deliberate act to test the will of security agencies and the country.
The police arrested Mr Otitodilchukwu at his home within two days of beginning their investigation.
