An official of the Nigeria Governors’ Forum said Nigeria needs resilient institutions capable of sustaining reforms, adapting to challenges and delivering measurable outcomes for citizens.

This was disclosed in a statement on Monday in Abuja by Fatima Usman-Katsina, head of Federal and National Assembly Affairs at the NGF.

She urged governments at all levels to adopt the Policy and Legislative Resilience framework to strengthen institutions and improve governance outcomes.

According to her, Nigeria’s current reform environment presents a timely opportunity to embed PLR into governance systems and ensure reforms produce lasting results.

Mr Usman-Katsina said the framework would promote fiscal discipline, deepen citizen participation and enhance the effectiveness of ongoing reforms across key sectors.

“Nigeria is at a critical governance moment with major reforms moving from legislation into implementation amid rising fiscal, political, security and development pressures.

“Reforms in taxation, public finance, social investment, security, health, human capital development and sub-national governance will only achieve lasting impact if supported by resilient institutions and measurable implementation frameworks,” she said.

Mr Usman-Katsina said that while laws and policies remained important, their effectiveness depended largely on institutions’ ability to sustain implementation and respond to emerging realities.

According to her, Nigeria requires institutions that can maintain reforms under pressure and remain focused on delivering tangible benefits to citizens.

Mr Usman-Katsina identified the four pillars of the PLR framework as inclusive representation, sustainable policy and legislative support, strengthened oversight, and institutional optimisation and consolidation.

She called on governments, development partners and civil society organisations to embrace the framework to improve policy implementation, accountability and public trust.

According to Mr Usman-Katsina, Nigeria’s reform momentum must be supported by resilient institutions, inclusive governance, evidence-based decision-making and a stronger culture of accountability.
