The suspects were arrested during a routine stop-and-search operation on Iyana Ipaja Road.
According to the police, further investigations led to the arrest of additional suspects.
Mrs Ejire-Adeyemi said police operatives also carried out a rescue operation at Apata Aja settlement.
The suspect claimed to be a businessman involved in trucking and building materials.
The police in the state said they had commenced probe into the incident.
Mrs Ikoedem added Mr Owobu was rescued unhurt and had since been reunited with his family.
Mr Emenari noted that the newly constituted unit would serve as a centralised response arm for critical incidents.
The CP said, “Any violation of the Nigeria Police Force Code of Conduct will attract disciplinary action.”
The spokesperson urged residents to remain vigilant.
The state police spokesperson said the suspect would be charged to court upon the conclusion of investigations.
