Mr Mohammed has rabidly denied the soldiers killed protesters, predominantly Nigerian youths, at the Lekki facility.
Mr Mohammed said there are several communities across the South where armed thugs impose levies on residents without consequences.
The Kwara governor also said the information minister cornered hundreds of millions donated to his campaign, including a large sum from Governor Nasir El-Rufai.
“Consequently, the order banning the use and operation of Twitter by the Minister of Information through his press release constitute a valid order.”
The minister says the conversation between both parties has been respectful, as reported by Peoples Gazette.
The statement comes a day after the controversial ban hit 100 days, with rights activists expressing fears that the regime was not in a hurry to rescind its action.
