Boko Haram and bandits have now banded together and have a wider sphere of operation than they ever did before Buhari came to power.
The minister expressed regret over the attack.
The Federal government had, on Thursday afternoon, blamed the Islamic fighters for the attack on the worshippers.
Mr Buhari said the military operation against terrorists is approaching its conclusion and “victory is within sight.”
Nigeria has 162 attacks claimed by the Islamic State, with Iran and Syria trailing behind at 120 and 77 attacks.
7,000 Boko Haram and Islamic State West Africa Province (ISWAP) terrorists have surrendered in the past week, says the Nigerian army.
The CDS said the security challenges in the country had been politicised.
“Those from southern and northern parts of the state are worried over the increasing number of ISWAP groups who have been terrorising their communities.”
“‘bandits’ who have the resources and technology to shoot down a military fighter jet are not bandits at all…they are essentially no different to Boko Haram.”
“The man who succeeded him, one Malam Bako, one of the prominent leaders of the Shura Council of the Islamic State of West African Province, was also taken out.”
