The senator noted that hundreds of billions of naira that should have been channelled into vital infrastructure, education and healthcare benefited a privileged few.
Mr Musa said the decision would reflect on production, affordability, sustainability and quality for the good of the country.
This followed the consideration and adoption of the Senate Committee on Finance report presented by its chairman, Sani Musa.
The Senate has begun moves to establish a local government election commission.
