Mr Jaji said the autonomy for LGAs would address local security issues and bolster conflict resolution.
He also promised to prioritise projects that would tackle unemployment, poverty and insecurity.
Police say security operatives rescued 39 kidnap victims in Zamfara on Sunday and arrested 10 suspects, including the outlawed Yankasai.
The Zamfara police command said they also arrested members of the outlawed Yansakai group for the murder of Fulani herders.
