The Lagos government adopted its white paper of the judicial panel’s recommendations that were submitted earlier this month.
Amnesty International country director Osai Ojigho said the minister had become predictable with his repeated snide remarks regarding the Lekki massacre.
Members of the Judicial Panel of Inquiry in Lagos released their findings last week.
Mr Buhari disclosed this at State House, Abuja, while receiving in audience Mr Antony Blinken, United States Secretary of State on Thursday.
“I can assure you that the Armed Forces of Nigeria are disciplined…Remember, we are not talking about the police but the Armed Forces of Nigeria.”
“That for the purpose of restitution, healing and reconciliation, the federal government needs to publicly apologise to the youth.”
The judicial panel recommended renaming the facility to #EndSARS Tollgate, and October 20 declared a toll-free day to commemorate young Nigerians killed at the plaza.
“Men of the Nigerian Army that were deployed to the Lekki Tollgate…should be made to face appropriate disciplinary action, stripped of their status, and dismissed…”
“The panel found that there was an invitation of the Nigerian Army to Lagos State made by the Lagos State government through the governor.”
Evidence also showed that operatives of the Lagos Police Command also arrived at the protest ground and killed protesters after the army left.
