The stakeholders made the call on Tuesday in Lokoja at a roundtable organised by the Department of Political Science, Federal University Lokoja.
Mr Ododo made the declaration during a visit to the training camp for newly recruited forest guard trainees in Lokoja on Sunday.
He charged local government chairmen to take full ownership of PHCs in their areas.
Mr Shuaibu commended the leadership of the forum for the initiative.
Mr Yusuf described the assembly as stable, focused, productive and people-oriented.
